Training Needs Analysts in NGOs 2006-2007

Background

Along with the development of staff training among NGOs, both the demand and supply in training service are increasing.  An effective training program starts with the needs and ends with transfer of knowledge.  The Hong Kong Council of Social Service conducts the Training Needs Analysis bi-annually to provide some information for NGOs to further promote professional training from a developmental perspective.

We have collected advices and suggestions from the HR managers of around 30 agencies in preparing this Survey.  We would like to take this opportunity to thank for their efforts.

 

Objective

TNA in Training & Development Cycle

A training plan should cope with the organization goal from the process of finding the need throughout delivery to evaluation.  Therefore, the TNA survey is to find the expressed needs of training at work from the individuals.  This TNA aims at:

  1. collecting the training needs directly from end-users for designing suitable training topics for enhancing professional development;
  2. understanding the desirable learning practice of end-user for tailor-making the training and development program that facilitate their participation.

 

Framework

The TNA is based on the job competency requirements which have been developed from the Joint Business Improvement Project organized by HKCSS together with 26 Agency Members.? The job competencies of “managerial staff” and “professional staff” will be adopted in this TNA for finding training needs.? The selected job competencies include:

Managerial Staff

  5. Crisis Management
  6. Financial Management
  7. Funding Proposal Writing
  8. Human Resources Management
  9. Networking
  10. Quality Assurance
  11. Social Marketing

Supervisory Professional Staff

  1. Case Management
  2. Community Partnership
  3. Customer Service
  4. Legal Knowledge
  5. Multi-disciplinary Teamwork
  6. Project Management
  7. Knowledge Management
  8. Risk & Emergency Management

 

To encourage and thank for the participation of each individual staff, we would like to present the participants a Course Coupon at value HK$50 or the Caring Company Casebook at value HK$80 as gifts upon receipt of the completed questionnaires.

In order to encourage all agencies to invite the staff to participate in this Survey, an Individual Agency Analysis Report as well as the sector-wide Training Needs Analysis will be sent to those agencies who have at least 20% of targeted staff participated in this Survey.
