Introduction

在檢討整筆撥款津助制度 (LSG) 談論得火紅的時侯,「人力資源安排規劃」(manpower planning) 成了其中一個重要討論。在人力資源管理的概念上,人力資源安排規劃可如何理解人力資源安排規劃是有系統地去估算機構內不同層級的人力資源需求量,充分滿足機構內部的變化 (如新服務開發、企業發展戰略、以及機構員工的流動變化及外部環境的變化 (如社會需求、科技發展、以及政府有關社會服務及人力資源政策),再決定人手的供應來源,最後製定人力資源的策略與行動方案 (如人才承傳安排、內部培訓、畢業生見習人員培訓、外判、外地勞工、工資及福利水準調整等等)

只有有效地保證機構的人力資源供給,才可能去進行更深層次的人力管理與發展,這不但能使機構及員工有長期利益,也使社會的服務使用者受惠。

人才的需求及發展一向是社福界的頭痛議題,而社福界亦面對的外部社會環境的鉅大變化,如人口的結構改變、大眾的要求及期望、科技的發展,內部亦有長期偏高的流失率和空缺。解決方案雖未能一蹴而就,但先理解分析框架及多聽案例,或許可讓大家在討論及獻策時更聚焦,更有效果。

是次的研討會邀請了學者為我們作分析,也有企業的個案分享,讓參與者可從中學習,為日後發展及所面對的挑戰作準備。

Prof. WONG Yu Cheung 黃於唱教授

Professor Wong Yu-cheung (PhD) is professor at the Felizberta Lo Padilla Tong School of Social Sciences of Caritas Higher Institute of Education. He teaches Social policy and Research. He has been teaching a course on ICT and social services at CUHK and HKU for nearly 10 years. His major research areas include digital inclusion, internet parenting, and social security and retirement protection in Hong Kong, Macau, and Shanghai. He has taken part in a consultancy study of the IT strategy for the welfare sector in Hong Kong. Currently, he serves as members on several local NGOs’ IT committees. He had also served as a member of the husITa, an international network of academics and practitioners interested in applying IT in human services. He is now the chief editor of the Policy Bulletin (HKCSS), and Hong Kong Journal of Social Work.

張子筠小姐加入香港中華煤氣有限公司出任高級人力資源經理前先後服務於公營和私營機構,累積多方面和各行業的人力資源管理經驗。於2010年,張小姐加入香港中華煤氣有限公司出任高級人力資源經理,帶領企業人力資源部同事處理集團內香港燃氣業務及其在香港及內地附屬公司的人力資源事務,當中包括集團的人事管理政策與方針,計劃建設和開展等,並與集團內不同業務領導合作,推動有效的人力資源管理方案,讓集團持續發展和進步。
